Indeed, many spinners and manufacturers either refuse to name prices at all, or demand rates with which they know purchasers are not likely to comply; and the amount of business done during the laat three days has been exceedingly small, and at very irregular prices. The young Count de Villa Real nnd the Viscount de Bre-tundoB, with twenty.four officers, seien of whom were colonels, had been deprived of their titles and posts for taking share in the revolt. The government meddling with the currency had caused much anxiety to the mercantile and monied classes. West Lndies.

The royal mail steamer Tag arrived at Southampton on Tuesday. The intelligence is not of a very important nature. From Jamaica the worst news is the felt by some parties with the sugar duties. The discussion of their probable effect goes on yet, to tbe exclusion of almost everything else. What is said about the weather and the crops, here and elsewhere, is generally favourable.

The crop seaaon had begun in me places; and, so far, the prospect of the yield was good. And as even in the most discontented circles of planters there are seen either ains of improvement in the cultivation and manugement of their estates, or a willingness to consider suggestions to that end, the general aspect of their condition may be deemed one of good promise, if not of present advantage. jPTew Zqaland. The following intelligence has been brought by the West India mail: "The latest date from Wellington, via Panama, is the 4th August. The Ralph Bernal arrived at Wellington on the 15th July, and will load for London after discharging her cargo at Auckland.

The oil fisheries were very prosperous, and it was fully expected there would prove sufficient to load three ships fur London. The governor was, with all the disposahle troops, attacking tbe insurgent natives in the neighbourhood, and no doubt was entet tamed of a successful issue." The Stokm at Havana. A letter from the Havana, dated October 26, states that the Andromeda frigate, which, with the Blonde and Tonneie, was driven on shore by the galo of the 10th, has been got afloat again. The Spanish slupi-of-war, which also experienced the same fate, have also been got off. The people of the Havana were engaged in repairing the damages caused by this hurricane, which cost the lives of Bfty persons.

The Fkench Tkade. Louis Philippe presided at a Council of ministers at the palace of the Monday. The Aontfeui'publishesa royal cirdoniiance, dated ttiesameday, which declares that, notwithstanding the provisions of the treaty of commerce and navigation, concluded in 1826, between France and England, and seeing that, under present circumstances, it would be unadvisable to prevent the arrival of additional supplies of corn, all American grain and flour brought from the ports of the United Kingdom, either in French or English vessels, shall, until further orders are issued, be admitted into France for the consumption of that country. Tbe advance in the prices of wheat, savs La forme, of Tuesday, "has beeen general in all the markets that supply fans, jno accounts from other markets received this day, state that, everywhere, the quantities brought in by the growers have been insufficient, and that the scarceness has made the prices rise." MEXICO. lhe feeling prevalent among the Mexican population appears to be as tavouraule to a desperate defence, should the Americans make farther advances, as the nature of the country southward of Monterey, the character of the Gulf coast, anu me tow state or the treasury at Washington, is to the farther prosecution of the war by the states.

A genera) alarm prevails in the interior, and intestine troubles are for the time put aside. The population ot Mexico (city) has furnished forth a civic guard fur the preservation of order and the local protection of life and property. The American squadron still hovers on the uoast, hut does nothing of any effect beyond stimulating the inhabitants- of the principal towns to prepare their defences. They are not of a race likely to be very active without some such inducement; herein, therefore, their enemy is doinp them a great service. It is said that Santa Anna has now 20,000 men with him, and that he has ordered up the troops at Tampico to join his army.

Such a concentration of his force, if the story be true, gives countenance to the rumour that he intends to march upon Monterey, but it is at variance with the previous and better-authenticated information, that Amnudia had been directed to evacuate Sultillo, and retreat upon Santa Anna's position at San Luis, a march of not leaa than 300 miles, commencing with the abandonment of a post which might be held without difficulty till Santa Anna came up, were it his intention to advance upon Monterey, hut which, were it once in the possession of the invaders, might, with equal facility, be converted into a strong post, and, with Monterey, be used to support tho base of General Taj lor 'a operations in anadvanceupon San Luis. Besides, there is very little that is worth defending north of San Luis and to abandon that point and move northward, would lede the city of Mexico entirely unprotected, should the Americans make a descent upon it from Vera Cruz, which they might do with the more facility, as the only good road in the kingdom is that begun some years ago by the Spanish government, ami completed from Jalapa to Mexico. The greater part of the distance from Vera Cruz to Jalapa, too, tbe road is generally practicable for carriages, which is more than can be said for any other road from the Gulf coast so far inland. That ihe Mexican commander bai now a large army, with which it is not easy to be quiet, may be a reason why he should assume the offensive. But his force mustbenearly all of that loose and undisciplined description which best adapted for defence, and least adapted for encountering that arduous march over a difficult and ill-supplied country which, if he does not take it upon himself, wilt, alone, be a formidable obstacle to tbe advance of General Tojlor, We therefore douht the probability of his advance, under the circumstances yet stated.
